Strategy and Evaluation Consulting Services

The agency is seeking a vendor to provide strategy and evaluation consulting services for a contract period of one year. The selected partner will conduct program evaluations and outcome assessments by developing evaluation plans, creating data-collection tools, and conducting interviews, surveys, and other assessment methods. The agency requires analysis of program operations and outcomes against established goals and key performance indicators to yield clear findings and actionable recommendations. To support program planning and alignment, the agency requires the development of a logic model, theory of change, and performance framework. The scope of work includes facilitating stakeholder discussions to clarify program goals, resources, activities, and intended outcomes. Additionally, the agency needs database development, management, and optimization services, which encompass the creation of data dictionaries, validation rules, reporting templates, and staff training to ensure data quality. The agency is requesting data analysis to inform program decisions, as well as strategic guidance and program consulting. Deliverables for these tasks must include strategic recommendations, workshop materials, technical assistance memos, and implementation roadmaps that outline actionable steps for advancing program goals. All performance of the work must take place onsite, and eligibility is restricted to onshore vendors located in the United States. The agency is looking for budget proposals to define the cost of these services. Bidders must submit responses digitally via email or online. A pre-bid meeting will take place on June 12, 2026, and all questions must be submitted no later than June 22, 2026.
