Facility Condition Assessment Service

The City of St. Cloud, Florida is seeking a vendor to conduct a comprehensive Facility Condition Assessment of all city-owned buildings. The agency needs to evaluate the current state of these facilities, identify deferred maintenance requirements, and estimate the remaining useful life of major systems. This project aims to establish clear baselines for municipal property maintenance and capital planning. The scope of work requires on-site inspections of major building systems and components. These systems include structural systems, the building envelope, mechanical, electrical, plumbing, fire protection, life safety systems, interior finishes, and accessibility components. The selected vendor must develop condition ratings and a Facility Condition Index for each facility, alongside an estimated Current Replacement Value. The agency requires the vendor to estimate corrective and replacement costs for each building system. The vendor must classify recommendations by priority, distinguishing between immediate critical repairs needed within one year and short-term major system replacements needed within two to five years. The contract period will run for one year. Eligible bidders must perform the work onshore within the United States, though the agency permits offsite performance for the analytical and reporting portions of the contract. The agency has not disclosed a specific budget and is looking for proposals to define the cost. Bidders must submit all questions regarding this opportunity no later than June 26, 2026.
