The Ohio government authority is seeking a vendor to provide comprehensive biodiversity plan services to support its environmental planning initiatives. The agency needs to research, provide examples, and develop recommendations on key technical plan elements to serve as an addendum to its main plan document. To address runoff volume and water quality, the agency requires the development of a technical stormwater management and site design guide focusing on green infrastructure practices. The scope of work includes reviewing best management practice research, case studies, and model codes and standards that integrate low impact development. These reviews must specifically address infiltration practices in poorly drained soils as well as standards related to street and parking requirements. The selected vendor will explore the potential for extended treatment through regional stormwater wetlands, restored stream channels, and other green infrastructure options, which includes mapping example locations. The agency also requires green space conservation and restoration mapping that details existing land uses, green space, and sensitive natural areas such as stream corridors, wetlands, and woodlands. To support implementation, the vendor must identify funding sources such as Clean Ohio, H2Ohio, and WRRSP grants, alongside alternative revenue streams like tax increment financing and community authorities. The project involves integrating infographics and educational materials to make the plan a teaching tool, as well as collating stakeholder feedback to help communities meet stressor thresholds. Eligible bidders must perform all work onsite within the United States. The agency accepts digital proposal submissions via email or online portal. The agency has not disclosed a set budget and is looking for cost proposals within the submitted bids.
