Alternate Assessment Services

The South Dakota government authority is seeking a vendor to provide comprehensive alternate assessment services for students in the state. The agency needs to solve the challenge of measuring student achievement through specialized testing methods that align with state educational goals. To address this, the agency requires the development of alternate academic achievement standards in English Language Arts (ELA) and Math. The scope of work covers the development of test items in ELA, Math, and Science. The selected vendor must also provide an assessment system for administering these test items, score the completed assessments, and report the resulting test scores across all three subject areas. All performance of the work will take place offsite. Eligibility is strictly limited to onshore organizations based in the United States. While the agency has not disclosed a specific budget and is looking for proposals to determine costs, the contract period will span five years. Bidders must submit a letter of intent to respond by June 30, 2026, and submit all questions no later than July 10, 2026. Final responses can be submitted digitally via email or online.
