Employee Assistance Program Service

The City of Chesapeake, Virginia, is seeking a contractor to provide a comprehensive Employee Assistance Program (EAP) to support its employees and their household members. The agency intends to help these individuals address personal challenges, including substance abuse, family difficulties, stress, financial issues, legal troubles, and family violence, which could otherwise negatively affect their health and job performance. Additionally, the agency requires services to enhance employee and supervisor understanding of how personal and professional issues impact work performance. The scope of work requires the contractor to perform psychological testing and assessment of employees using standard, professionally recognized procedures for forensic psychological evaluations. The contractor must deliver these assessment results directly to the employee or coordinate with the employee's EAP counselor to answer any questions. Furthermore, the contractor must create action plans, develop necessary communications, and monitor employee progress throughout the referral process. Emergency telephone counseling services must remain available on a 24-hour basis, and the contractor must provide onsite counseling within 24 hours of a request. The contract period will span one year, and the work may be performed either onsite or offsite. Eligible bidders must be organizations based in the United States, and the contractor must hold the proper licenses to perform psychological testing and assessments. The agency is currently looking for proposals and has not disclosed a specific budget. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
