Efficiency Surveys and Residential Irrigation Retrofit Program Services

The Pasadena Water and Power department in Pasadena, California, is seeking a contractor to provide efficiency surveys and residential irrigation retrofit program services. The agency needs to help its customers optimize water use through comprehensive indoor and outdoor assessments and targeted irrigation system upgrades. To support this initiative, the agency requires the designation of a dedicated project manager who will assist with creating an educational program webpage and deliver detailed survey reports to both customers and staff. For commercial customers, the contractor must perform indoor-only surveys for properties with landscapes larger than one acre, and combined indoor and outdoor surveys for properties under one acre. These commercial assessments must include a complete inventory of indoor water-using equipment, detailing the make, model, estimated age, water factor, and water use of each fixture. For single-family and multi-family residential properties, the work covers evaluating outdoor and common areas to identify irrigation zone malfunctions, pressure issues, leaks, runoff, and areas suitable for turf removal. The residential irrigation retrofit portion of the program requires replacing conventional irrigation controllers with weather-based controllers, converting planter areas to drip irrigation, and repairing or replacing broken sprinklers.
