Compliance Buys and Private Investigations Service

The Utah government authority is seeking compliance buys and private investigations services to evaluate authorized vendors annually through undercover investigations. This initiative aims to prevent fraud, waste, and abuse of funds by verifying compliance with federal and state transaction procedures. Undercover investigators will purchase both allowable and non-allowable foods and items to test vendor adherence to these procedures. The scope of work requires the contractor to conduct all compliance investigations and establish investigation schedules. Investigators must photograph all purchased items and include these photographs in the official investigation documentation. Additionally, the contractor must ensure investigators are qualified, provide them with training on vendor compliance policies, and assist them in documenting all information. The contractor must ensure that investigators appear at fair hearings when required. During certain investigations, investigators must purchase authorized foods without attempting to trigger any specific violations. Only onshore organizations based in the United States are eligible to bid on this opportunity, and the performance of the work may occur onsite or offsite. The agency is looking for proposals for a contract period that will span five years. Bidders must submit all questions regarding this opportunity no later than June 24, 2026.
