Professional Lobbying Services

The City of Hialeah, Florida is seeking professional lobbying services to represent and advocate for its municipal interests. The agency needs to solve the problem of identifying, defining, and prioritizing its legislative and appropriation goals for each annual cycle. To address this, the selected firm will collaborate with the Mayor, City Council, and City Department and Division Directors to develop a written strategic roadmap to success prior to each legislative session. The scope of work covers strategic planning, funding services, and monitoring. The selected firm must act as the City's official voice before the Florida Legislature, the Executive Branch, and Cabinet offices, which includes testifying before committees and drafting proposed legislation. Additionally, the firm must monitor discretionary grant opportunities, assist with application submissions, advocate for budget appropriations, and track bills that could impact municipal home rule or local revenue. Bidders must perform all work offsite and must be located onshore within the United States. The agency is looking for proposals to determine the budget for this opportunity. The resulting contract will have a performance period of one year. All questions regarding this opportunity must be submitted no later than June 19, 2026.
