Online Auction Service

The Pinellas County government authority located in Clearwater, Florida is seeking a vendor to provide a comprehensive web-based online auction service for the sale of miscellaneous surplus equipment. The agency needs to dispose of surplus items including computers, monitors, printers, tools, construction equipment, and furniture. Through this service, the agency aims to reduce on-hand surplus inventory, lower related inventory carrying costs, expand its market presence, increase its bidder base, and secure higher bid prices for auction items. The scope of work requires the successful proposer to maintain and support the online auction solution, including inventory control and all aspects of asset disposal. The system must accept descriptive information and unlimited photos for assets, allow different auction phases based on dates and times, and enable the agency to set minimum starting prices, bid increments, and reserves. Additionally, the platform must support multiple line items per lot, single assets per listing, multiple lots per auction up to one hundred fifty line items, the addition of a seven percent sales tax to winning bids, and the listing of specific times for public viewing and equipment pick-up. The vendor must also provide easy administration for posting and marketing auctions, receiving payments from bidders, blocking bidders, and invoicing. Eligible proposers must have applicable experience performing online auctioning services, specifically with municipal and governmental agencies. The solicitation is restricted to onshore vendors located in the United States of America. Performance of the work will take place both offsite and onsite. The agency is seeking proposals to determine the budget and cost structure for these services. The resulting contract period will run for one year.
