The City of Los Angeles Emergency Management Department is seeking a contractor to conduct a comprehensive feasibility study on emergency alerting capabilities. The agency needs to solve the problem of limited cellular alerting during emergencies in localized, high-risk areas. Specifically, the project addresses geographic vulnerabilities in high-congestion zones, coastal areas, and high-risk wildfire corridors. The scope of work requires evaluating the functional and acoustic efficacy of utilizing a radio-triggered, permanent outdoor siren system in these vulnerable locations. The selected contractor must identify appropriate installation sites for permanent sirens while accounting for environmental impacts, physical obstacles, and infrastructural concerns. Additionally, the contractor will lead project coordination, conduct fact-finding sessions, and facilitate regular check-ins with city officials and the emergency management department. The agency requires the contractor to draft and revise the physical and web-based alerting feasibility study in collaboration with city review groups and stakeholders. The contractor must present research findings, site assessments, and strategic recommendations to City working groups and emergency management department management. Managing the overall project timeline, research efforts, and review schedules to ensure project milestones are achieved is also required. Only organizations based onshore in the United States are eligible to bid on this opportunity. The agency requires the performance of the work to be conducted offsite. The agency has not disclosed a specific budget and is looking for cost proposals from bidders. Questions regarding this opportunity must be submitted no later than June 29, 2026. The agency will evaluate proposals based on the submitted materials to select the most qualified contractor for the feasibility study.
