New Braunfels Utilities is seeking government affairs and lobbying services to protect and advance its interests as a municipally owned utility in Texas. The agency needs to solve the challenge of tracking and influencing complex legislative and regulatory policy changes, particularly those affecting water, wastewater, and electric services. To address this, the agency is requesting a partner to monitor proposed policy changes, participate in legislative committee hearings, and represent the utility at state agency and trade association meetings. The scope of work requires the selected provider to deliver regular updates on administrative activities, proposed legislation, and the political landscape. These updates must be delivered in writing, with optional verbal briefings, on a weekly basis during the legislative session or as otherwise needed. The reports must include an evaluation of potential impacts on the utility along with recommended actions. Eligibility is strictly limited to onshore, United States organizations. The agency expects the performance of all work to occur offsite. Bidders must submit any questions regarding this opportunity no later than June 17, 2026. The agency is looking for proposals to determine the budget and pricing structure for this initiative. The resulting contract will cover a performance period of one year.
