HR Management Assessment and Related Services

The City of Minneapolis, Minnesota is seeking a vendor to administer and deliver comprehensive HR management assessment and related services for executive, management, and leadership positions. The agency needs to evaluate candidates in relation to specific vacant positions to determine their suitability, readiness, strengths, and developmental areas. The selected consultant must solve this by developing and delivering a flexible assessment battery, ranging from a half-day process for entry-level managers to a full-day process for department heads. The scope of work requires the consultant to design the assessment process, administer the tests, and generate detailed management assessment reports. These reports must outline candidate strengths, weaknesses, suitability for the role, and alignment with leadership competencies. The agency also requires the vendor to provide remote access to assessment tools and reports via a secure, password-protected website, as well as follow-up feedback sessions for the candidates. Bidders must perform all work offsite and must be located within the United States. The consultant must utilize their own equipment, including computers, photocopy machines, and audiovisual tools, to deliver the services. The agency will evaluate proposals based on the timeliness of service delivery, adherence to the agreed-upon price structure, and the ability to produce quality reports for appointing authorities such as elected officials and department heads. The agency is establishing a contract period of three years. While the budget is open to proposals, bidders must submit all questions by June 16, 2026. A pre-bid meeting will take place on June 15, 2026.
