The City of Pocatello, Idaho, is seeking a qualified contractor to provide economic feasibility, business park master plan, and infrastructure analysis services for the local airport study area. The agency requires a practical, implementable, and market-supported plan to guide future development, infrastructure investment, land use policy, economic growth, and public-private partnerships. This initiative aims to establish a unified vision for future development, evaluate economic viability, and identify redevelopment and investment opportunities that support sustainable and resilient growth. The scope of work encompasses planning, economic feasibility, infrastructure, transportation, land use, and implementation services. The selected contractor must perform GIS mapping and base data collection, develop online engagement tools, and create a public engagement plan. Additionally, the project requires a real estate market analysis, an assessment of job creation potential and economic multipliers, an evaluation of existing infrastructure capacity and deficiencies, and recommendations for transportation and utility improvements. The final deliverable must provide an actionable implementation framework to support long-term redevelopment and policy decisions. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite.
