Public Participation and Engagement Services

The county is seeking public participation and engagement services to support the creation of a new comprehensive plan, which is also referred to as a growth policy. This plan will outline policies and projects to guide future county-wide changes across topics such as housing, transportation, economic development, and natural resource conservation. The planning process will focus heavily on land use and development, considering the impacts of development on nearby properties, the natural environment, and public services. The agency requires the development of strategies, key messages, and content to deliver via multiple channels regarding complex topics like growth and development. The selected partner will finalize a drafted public participation plan by incorporating proposed activities and strategies. The scope of work also includes holding one or more series of in-person public meetings and open houses to engage and involve residents. Eligible bidders must be onshore United States organizations. The performance of all contracted work will take place offsite. Bidders may submit their responses digitally via email or online, and the agency is currently looking for proposals to determine the budget. All questions regarding this opportunity must be submitted no later than June 16, 2026.
