Classification and Compensation Study Service

The City of Groveland, Florida, is seeking a qualified consultant to conduct a comprehensive, implementation-oriented classification and compensation study. The agency needs to evaluate its current personnel classification titles, job descriptions, and position documentation to ensure all positions are properly classified based on the actual work performed. This review must address administrative, professional, technical, maintenance, utilities, parks, police, and fire classifications, spanning full-time, part-time, seasonal, exempt, non-exempt, and public safety roles. The scope of work requires the selected consultant to analyze essential job functions, minimum qualifications, education, experience, certifications, supervisory responsibility, complexity, and working conditions. The agency requires an evaluation of external market competitiveness using a defensible survey methodology with approved comparator agencies, alongside an assessment of internal equity. The consultant must identify salary compression, recruitment difficulties, supervisory relationship issues, and public safety pay discrepancies to develop a revised classification and compensation structure with salary grades, ranges, and placement methodologies. Eligible bidders must be onshore organizations based in the United States. The agency will allow the work to be performed through a combination of onsite and offsite services. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is currently open to receiving budget proposals for this one-year contract.
