The scope of work covers board representation, which requires attending all regular monthly commissioner meetings on the fourth Tuesday of each month and attending special meetings as requested. The agency also requires policy and regulatory reviews of its admissions and continued occupancy policy, administrative plans, and bylaws. Contract and lease management duties include drafting, reviewing, and negotiating contracts, inter-governmental agreements, and residential and commercial leases. Labor and employment tasks involve advising on personnel matters, disciplinary actions, grievances, and labor law compliance. The legal counsel must represent the commission in landlord-tenant proceedings, which includes drafting and serving notices to quit, filing complaints, and appearing in court for eviction hearings. Additional responsibilities include acting as or advising the hearing officer during tenant grievance hearings, pursuing collections for unpaid debts, and providing defense in civil litigation such as breach of contract, personal injury, and fair housing complaints. Eligible bidders must be located within the United States, as the agency restricts eligibility to onshore vendors. The designated legal counsel must perform the required work onsite in Livonia, Michigan.
