Water Treatment Plant Facility Master Plan and Emergency Operations Plan Service

The Project 7 Water Authority in Montrose, Colorado is seeking a contractor to develop a water treatment plant facility master plan and an emergency operations plan. The master plan will help the authority project necessary capital projects over the next fifty years to meet maintenance, capacity, regulatory, and resiliency needs. The emergency planning portion aims to identify near-term operational vulnerabilities in existing infrastructure and emergency backup systems, and to formalize emergency operational plans for adoption by member entities. The scope of work requires reviewing existing facilities through design studies, as-built documents, record data, and field investigations. The selected contractor must identify potential regulatory changes that could impact facilities or drive capital improvements, and prepare planning-level cost estimates for all recommended infrastructure improvements. The authority will provide existing studies, reports, GIS data, SCADA data, and other relevant information, and will review and provide consolidated written comments on draft deliverables. Only organizations based in the United States are eligible to bid on this opportunity. The work may be performed either onsite or offsite, depending on the project requirements. The authority has not disclosed a specific budget and is currently looking for proposals to determine costs. A mandatory pre-proposal site walk is scheduled for June 22, 2026. Bidders must submit all questions regarding the solicitation no later than July 13, 2026.
