Comprehensive Plan Update Services

The Town of Eaton, Colorado is seeking comprehensive plan update services to guide its long-range policies. The updated plan will serve as the primary policy guide for land use, growth, housing, transportation, parks and open space, downtown, infrastructure, economic development, community character, resiliency, and implementation. The town requires specific deliverables including a strategic growth element, a water supply element, and an implementation strategy or matrix. The scope of work covers the creation of a project schedule, an engagement plan, a plan integration summary, and an existing conditions and key issues summary. The selected partner must also provide community engagement summaries, an updated vision, goals, policy framework, and a future land use and growth framework. Final deliverables must include the draft and final comprehensive plans, presentation materials for public meetings, GIS files, editable source files, and an ADA-accessible PDF. Eligible bidders must perform all work onsite within the United States. The town requires digital submissions of proposals, which can be sent via email or submitted online. The contract period will span one year, and the town is currently seeking budget proposals from interested parties. All clarifying questions must be submitted to the town no later than June 26, 2026.
