Tank Bottom Processing Best Practices Review Service

The Prince William Sound Regional Citizens' Advisory Council is seeking a contractor to provide a tank bottom processing best practices review service for the Valdez Marine Terminal in Valdez, Alaska. The agency needs to evaluate the inherent risks of fired-equipment operations within a secondary containment dike cell through a siting and layout gap analysis. The project also requires a qualitative vapor risk assessment of vapor cloud migration from active storage tanks to identified ignition sources under worst-case meteorological conditions and facility topography. The selected contractor must perform a qualitative analysis of the potential consequences of a primary containment failure or unexpected vapor release occurring simultaneously with tank bottom processing. Additionally, the agency requires a safety system gap analysis that synthesizes known failures from the August 2023 incident to identify necessary engineering controls, specifically evaluating safety integrity level-rated automated interlocks, high and low-level alarms, and emergency shutdown protocols. In the absence of internal terminal data, the contractor must utilize professional engineering judgment and benchmarking to develop grounded technical deductions. Eligibility is restricted to onshore, United States organizations only. The contractor must perform the work onsite at the terminal in Valdez, Alaska. The agency is currently looking for proposals to determine the budget, and bidders must submit their pricing as part of the solicitation process.
