The Livonia Housing Commission in Livonia, Michigan is seeking a vendor to provide comprehensive legal counsel services. The selected legal counsel will support the agency across board governance, policy review, contract management, labor relations, and various litigation matters. The scope of work covers attendance at all regular monthly board of commissioner meetings held on the fourth Tuesday of the month, as well as special meetings. The agency requires the review and updating of admissions and continued occupancy policies, administrative plans, and bylaws. Additionally, the attorney will draft, review, and negotiate contracts, inter-governmental agreements, and residential and commercial leases. The legal counsel must advise on personnel matters, including disciplinary actions, grievances, and compliance with labor laws. For landlord-tenant and litigation matters, the agency requires representation in eviction proceedings, summary proceedings for possession of premises, and HUD compliance reviews. The scope also includes drafting and serving notices to quit, filing complaints, appearing in court for eviction hearings, and acting as or advising the hearing officer during formal tenant grievance procedures. The agency also requires representation in general civil litigation, such as breach of contract, personal injury claims on commission property, and fair housing administrative complaints. Legal counsel must also pursue legal remedies for the recovery of unpaid rent, property damages, or other debts owed by former residents or contractors. The performance of all contracted work must take place onsite. Only onshore vendors located in the United States are eligible to bid on this opportunity. The agency is seeking proposals to determine the budget for these services. The contract period will span one year.
