Public Participation and Engagement Services

The county is seeking a consultant to provide public participation and engagement services for the development of its new comprehensive plan. This plan will outline policies and projects to guide future countywide change across topics such as housing, transportation, economic development, natural resource conservation, and land use. The project addresses the impacts of development on nearby properties, the natural environment, and public services, and it will include a land-use map establishing appropriate development locations and densities. The scope of work requires the development of strategies, key messages, and content to deliver via multiple channels regarding complex topics like growth and development. The selected consultant will finalize a drafted public participation plan by incorporating proposed activities and strategies that comply with county requirements. The agency also requires the facilitation of one or more series of in-person public meetings and open houses to engage and involve residents. Eligible bidders must be onshore United States organizations. The agency requires all performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the county is currently looking for proposals to determine the budget. The agency requires all questions regarding this opportunity to be submitted no later than June 16, 2026.
