The City is seeking information to conduct market research and better understand available solutions, service models, and vendor capabilities for an invoice printing and mail solution. The agency needs to identify providers capable of delivering secure, scalable, and flexible methods for data transfer, processing, and distribution while ensuring regulatory compliance. The ultimate goal is to establish a secure end-to-end service model that maintains high data security standards and operational continuity. The requested scope of work covers full lifecycle support for invoice processing, including data ingestion, print production, folding, sorting, insertion, United States Postal Service presort, document archiving, and payment processing. The agency requires audit controls, reconciliation reporting, and established disaster recovery and business continuity capabilities. Additionally, the solution must securely receive invoice data through methods like encrypted Secure File Transfer Protocol or secure cloud storage, and it must support high-volume print production meeting specific color, formatting, and quality requirements. The agency needs a solution that can reliably process daily volumes of approximately 6,000 invoices while accommodating fluctuations from billing cycles, holidays, or special events. Bidders must perform all work offsite and must be located onshore within the United States. The anticipated contract period for the resulting agreement will be for one year, and the agency is currently requesting budget proposals to determine pricing structures.
