Strategic Planning Services

The agency is seeking strategic planning services to create a new, non-updated plan that will guide its actions through 2030. This new three- or four-year strategic plan must enable the agency to continue growing in policy expertise and improving its service delivery. The agency needs to solve the problem of integrating this high-level strategy into daily operations and measuring its ongoing success. The scope of work requires developing an uncomplicated work plan to integrate the strategic plan into day-to-day agency operations. The selected vendor must create a meaningful tool or series of tools to educate staff on integrating the plan into their daily work. Additionally, the project covers helping to develop a limited number of meaningful metrics to measure implementation success, along with a public-facing tool that demonstrates agency progress. The vendor must also design and participate in a strategic plan working group, which will be comprised of commissioners with staff assistance, to serve as the primary forum for guiding and advising the process. Eligible bidders must be onshore USA organizations only. All performance of the requested work will take place offsite. The agency has not disclosed a set budget and is looking for proposals to determine the cost. Bidders must submit all questions regarding this opportunity no later than June 22, 2026.
