Underwriting Services

The Redevelopment Agency of Salt Lake, Utah, is seeking underwriting services to support the issuance of public offerings and private placements of tax differential revenue bonds and special assessment bonds. The agency needs to develop a comprehensive marketing and pricing plan for bonds secured by special assessment, levies, and tax increment funds. The primary objective is to achieve the lowest cost of capital, secure the greatest long-term financial benefits, and maximize leverage for the agency and its project areas. The selected underwriter will coordinate the underwriting team, manage the transaction schedule, lead the marketing plan, and generate proposed bond structures. Additional responsibilities include running parity and cash flow models, providing a breakout of proposed fees, allocating liabilities, and establishing a clear bond designation policy. The underwriter must also provide real-time pricing tracking, execute the definitive bond purchase agreement, generate a closing memorandum, and maintain updated cash flow models based on shifting market projections. Bidders must perform all work offsite and must be located onshore within the United States. The agency is requesting that bidders submit a proposal detailing their budget and proposed fees. The contract period will span one year, and all questions regarding this opportunity must be submitted no later than June 17, 2026.
