Immigrant and Refugee Program Services

The City of Saint Paul, Minnesota, is seeking a vendor to provide immigrant and refugee program services. The agency is trying to increase access to high-quality legal representation in removal defense matters so that low-income immigrant residents can obtain secure or more secure immigration status. Additionally, the agency aims to facilitate resident access to accurate, timely, and trustworthy immigration legal information regarding opportunities to achieve secure status. The scope of work covers naturalization legal services, legal services that may lead to naturalization, removal defense representation, and navigational services. The selected provider must deliver legal and navigational services representing low-income immigrant residents who are in immigration court proceedings. The project also requires family preparedness sessions for individuals and families in immigration court proceedings, as well as continued representation of individuals in affirmative litigation petitions or applications if removal proceedings have been terminated. Eligible bidders must be onshore organizations based in the United States. Legal service providers may subcontract the navigational services to another organization. The agency requires the performance of the work to be conducted offsite. The agency is looking for proposals to determine the budget for this project.
