General Counsel Services

The Rio Grande Regional Water Authority in Weslaco, Texas, is seeking a legal vendor to provide comprehensive general counsel services. The agency requires legal representation and advisory services to maintain strict compliance with Texas laws governing public utility agencies. The selected legal counsel will address complex legal challenges across public utility law, administrative law, environmental law, litigation, and real estate. The scope of work covers representing the agency in matters pending before governmental agencies and administrative bodies. For environmental matters, the counsel will advise on water quality, water rights, groundwater regulation, hazardous waste, environmental permitting, regulatory enforcement, and compliance counseling. The legal provider will also manage complex litigation and handle real estate transactions, including preparing and reviewing contracts for the acquisition, sale, lease, or exchange of real estate and easements. Eligible bidders must be onshore organizations based in the United States. The agency expects the selected vendor to perform all legal work offsite. Bidders must submit their proposals with their own budget and pricing structures, as the agency is looking for proposal terms to determine the contract value. All clarifying questions regarding this procurement must be submitted to the agency no later than June 22, 2026.
