The Maryland State Department of Education Youth Development Branch is seeking peer reviewers to read, score, and evaluate grant proposals for community learning centers. The agency needs qualified reviewers to collaborate with peers and establish consensus scores for each submitted proposal to ensure a fair and structured grant selection process. The selected reviewers will help the agency identify and fund high-quality youth development programs across the state. The scope of work requires reviewers to participate in a two-hour virtual training session to review the Grant Information Guide, the application, and the scoring rubric. Reviewers must then read and individually score each assigned grant proposal using the provided rubric, dedicating an estimated four hours of work per proposal. Following individual scoring, reviewers must participate in a virtual consensus session with other reviewers and attend a one-hour virtual training session to provide reflection and feedback to the agency team. Eligible applicants must be onshore organizations based entirely in the United States. The agency requires all performance of the work to be conducted offsite.
