Retroreflectivity Data Collection Service

The California Department of Transportation is seeking a vendor to provide retroreflectivity data collection services for its highway network. The agency needs to assess the retroreflectivity of pavement markings on both the Caltrans highway network (on-system) and the non-Caltrans highway network. This project aims to solve the problem of monitoring and maintaining visible pavement markings to ensure motorist safety across the state. The scope of work requires the selected vendor to provide all labor, tools, materials, supplies, vehicles, equipment, travel, and incidentals necessary to collect, analyze, and report on pavement marking retroreflectivity. All performance of the contracted work will take place offsite. The agency is currently looking for proposals to determine the budget for this initiative. Eligibility is strictly limited to onshore organizations based in the United States. Bidders must submit all questions regarding this procurement no later than June 24, 2026. The agency will evaluate proposals based on the submitted bids to select the vendor capable of meeting these data collection and reporting requirements.
