Diversity, Equity, and Inclusion (DEI) Current State Assessment and Action Plan Service

The City of St. Catharines and the City of Thorold are seeking a qualified vendor to conduct corporate Diversity, Equity, and Inclusion (DEI) current state assessments and develop comprehensive, scalable action plans. The municipalities need to identify gaps in their current organizational cultures and establish accountable, sustainable frameworks for improvement. The selected partner will review existing DEI policies, reports, and demographic data to pinpoint areas for revision and action. The scope of work requires the provider to deliver current state assessments, perform gap analyses, and draft actionable DEI plans. The service provider must present these draft plans to interested parties to gather feedback and make necessary revisions. Additionally, the project includes designing, facilitating, and documenting specialized DEI training sessions specifically for municipal council members. The municipalities require all work to be performed offsite, and eligibility is strictly limited to onshore Canadian organizations.
