Russian Advocacy Services

The government authority located in Madison, Wisconsin is seeking a vendor to provide Russian advocacy services to Russian immigrants and Russian immigrant families. The agency needs to assist these families in navigating agency programs such as Medicaid and Child Care benefits. The selected provider will counsel clients and work with the agency to provide individualized case management to determine client eligibility. The scope of work requires the vendor to host clients using various techniques and facilitate communication between the vendor's staff. The provider must help clients understand and complete the application processes to qualify for program eligibility and maintain that eligibility. This assistance includes aiding clients in understanding and reporting requirements when they receive notices from the agency Worker Web regarding case updates and case resolutions. The reporting assistance covers changes in earned income, rent or mortgage payments, household utility payments, household composition, self-employed income, child support payments, and SSI payments. The provider must ensure clients submit verification documentation by due dates and meet recertification deadlines for continued, uninterrupted receipt of agency benefits. Eligible bidders must be onshore organizations based only in the United States. The selected vendor will perform all work offsite. The agency is seeking budget proposals for this contract, which will span a performance period of three years.
