The East Valley Water District in Highland, California is seeking a qualified professional to prepare a comprehensive Cost of Service Analysis and Rate Study for its water distribution, wastewater collection, and water reclamation enterprise funds. The agency needs to establish rates that balance financial sufficiency, affordability, conservation, customer equity, operational simplicity, and long-term infrastructure sustainability.
