The scope of work includes financial feasibility and capital assembly through the development of detailed pro formas with scenario modeling and sensitivity analysis across all phases. The provider must maintain disciplined cost control and schedule management during construction. To ensure community alignment, the vendor must participate actively in community design workshops led by the Open Design Collective and demonstrate meaningful integration of community feedback in design and programming decisions. Eligibility is restricted to onshore organizations based in the United States. The authority requires the performance of the work to be conducted offsite.
