Comprehensive Day-To-Day Parking Operations and Management Services

The City of Saint Paul, Minnesota is seeking a contractor to provide comprehensive day-to-day parking operations and management services for its parking facilities. The agency needs to solve the challenge of managing back-office operations, permitting, customer service, equipment repair, maintenance, security, and revenue collections under a unified management structure. The selected partner will report directly to the agency Parking Manager and must serve as a liaison between the public and the agency to ensure high facility performance. The scope of work covers contracting with monthly parkers, managing event parking operations, and coordinating all security services within the facilities. The contractor must manage the maintenance of parking equipment, signage, hardware, software, and the structural, architectural, and mechanical elements of the facilities. Additionally, the contractor must provide staffing during all designated operating hours, ensuring all staff members are fluent in English and pass criminal background and driver's license checks. Eligible bidders must be located onshore within the United States, though the performance of the work will be conducted offsite. The agency is requesting proposals to determine the budget and will award a contract for a one-year period. A mandatory pre-bid meeting will take place on June 23, 2026, and bidders must submit all questions no later than July 1, 2026.
