Immigrant and Refugee Program Services

The City of Saint Paul, Minnesota, is seeking a vendor to provide immigrant and refugee program services. The agency is trying to solve the problem of low-income immigrant residents lacking access to accurate, timely, and trustworthy immigration legal information and high-quality legal representation. This initiative aims to help residents achieve secure or more secure immigration status, particularly those facing immigration court proceedings. The scope of work covers naturalization legal services, legal services that may lead to naturalization, removal defense representation, and navigational services. Legal service providers may subcontract the navigational services to another organization. The selected provider must also offer continued representation of individuals in affirmative litigation petitions or applications if removal proceedings have been terminated, as well as family preparedness sessions for individuals and families in immigration court proceedings. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be completed offsite. Bidders must submit their responses digitally via email or online, and the agency is looking for proposals to determine the budget. All questions regarding this opportunity must be submitted no later than June 26, 2026.
