Strategic Planning Services

The agency is seeking strategic planning services to create a new, not updated, three- or four-year strategic plan to guide its actions through 2030. This initiative aims to solve the problem of sustaining agency growth in policy expertise while improving service delivery. The selected vendor must develop an uncomplicated work plan to integrate the strategic plan into day-to-day operations, create tools to educate staff on this integration, and help establish a limited number of meaningful metrics to measure implementation success alongside a public-facing progress tool. Additionally, the scope of work requires designing and participating in a strategic plan working group, comprised of commissioners and assisted by staff, which will serve as the primary forum to guide and advise the process. Eligibility is strictly limited to onshore organizations based in the United States. The agency requires all performance of the work to occur offsite. The agency has not disclosed a set budget and is looking for proposals to define the cost. Bidders must submit all questions regarding this opportunity no later than June 22, 2026.
