Intra Satellite Communications Service

The government authority located in Washington, DC is seeking an intra-satellite communications service to reduce the latency of data transmission for tracking open ocean targets. The agency requires the development of a hardware capability, to be installed on government satellites, that enables rapid Inter-Satellite Communication within commercial satellite constellations. No existing commercial capability currently meets this requirement, which aims to allow satellites to directly share tracking data and eliminate the need for ground station intervention. The scope of work covers the use of Seamless Target Handoff to enable real-time communication between satellites as objects move across different coverage areas. The requested capability must use enhanced tracking accuracy and persistence to direct communication between satellites, enabling faster and more accurate correlation of target data from multiple viewpoints. The agency expects this solution to improve tracking accuracy for maneuvering targets, quickly share information about new targets or behavioral changes, and reduce the time required to transmit critical tracking data to decision-makers. The project also requires assessing the coverage area of interest footprint within the satellite pass and determining the ability of the network to maintain continuous tracking of targets moving across large areas. The hardware must be capable of simultaneously tracking multiple targets with varying speeds and trajectories in accordance with the commander's intent. Performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States of America only.
