Medicaid Drug Rebate System

The agency is seeking a modernized Medicaid Drug Rebate system to replace its existing thirty-year-old, state-developed rebate system. This initiative aims to solve the inefficiencies of manual processes by implementing a modern architecture that enhances program efficiency, timeliness, and accessibility. The agency requires a self-service platform for drug rebate labelers to access the system, exchange documentation, and reduce administrative burdens. The scope of work covers the identification, definition, documentation, and implementation of all configuration items. The requested solution must support the automated generation of electronic invoice files for each drug manufacturer, with the capability to distribute these invoices both electronically and on paper. Additionally, the project requires a comprehensive data and file conversion and migration plan maintained throughout the project lifecycle, supported by a data management strategy that ensures integration, optimization, quality, stewardship, standards, and governance. The selected provider must develop a mapping guide to transform data and files from one format or architecture to another to ensure compatibility with the target system. The agency also requires the creation of online reference training materials, including administrator and user manuals. Eligible bidders must be onshore organizations based in the United States, and the performance of the work will take place offsite. The agency is looking for proposals to determine the budget for this project. The contract period will span five years.
