Cloud-Based eDiscovery Solution

The agency is seeking a modern, cloud-based eDiscovery and litigation hold solution to enable end-to-end, defensible handling of Electronically Stored Information for public records requests and litigation matters. The current challenge involves migrating existing matters, litigation holds, and related data from a legacy system with minimal operational disruption and zero data loss. The project covers the implementation of a single Software as a Service platform that scales to agency workloads and provides robust role-based access controls, audit logs, and secure administrative capabilities. The requested scope of work includes intake, collection, processing, culling, deduplication, search, analytics, review, redaction, and production within the unified platform. The agency also requires litigation hold capabilities to create, issue, track, and release holds, manage custodians and audit trails, automate acknowledgments and reminders, and ensure defensible preservation controls. Additionally, the selected provider must deliver onboarding, training, ongoing support, clear service level agreements, and a roadmap for continuous improvement. Eligibility is restricted to onshore, United States organizations only, and the performance of the work must be conducted onsite. The agency is looking for proposals to determine the budget, which must include transparent pricing for licensing, implementation, conversion, training, and ongoing support. The contract period will span one year, and all questions regarding this opportunity must be submitted no later than July 15, 2026.
