Campaign Fiscal Agent and Administrator Service

The State of Indiana is seeking a vendor to provide fiscal and technical administration services for the State Employees' Community Campaign according to the annual campaign cycle. The agency needs to ensure the accurate transfer of all existing payroll deduction pledges and related designation data, while maintaining the integrity of donor profiles and mapping them to PeopleSoft-based login credentials. To solve operational challenges, the agency requires the selected vendor to maintain full uptime and operational stability of the giving portal and support donor-initiated modifications or cancellations of pledges during the active campaign. The scope of work covers processing payroll deduction, credit/debit card, and e-check pledges, as well as delivering final campaign summary reports that include participation, total contributions, and charity allocations. The agency also requires the vendor to ensure help desk and technical support resources are fully operational throughout the contract. Performance of all requested work will occur offsite. Eligibility is restricted to onshore organizations based in the United States. Bidders must submit their proposals digitally via email or online, and the agency is looking for proposals to determine the budget. The contract period will run for one year. The agency will hold a pre-bid meeting on June 24, 2026, and bidders must submit all questions no later than June 25, 2026.
