RFI for cloud-based Management of Information, Licensing, and Enforcement System

The Washington State Gambling Commission is seeking information on cloud-based enterprise solutions to manage its regulatory, licensing, and enforcement business processes. The agency requires a modern, standardized, and integrated system to address all licensing, regulatory enforcement, illegal gaming enforcement, administrative functions, and legal needs established by applicable statutes, laws, rules, and executive orders. This system must possess the capacity to grow and integrate to accommodate both current and future organizational responsibilities. The requested scope of work covers end-to-end case management, investigative cases and reports, legal case and correspondence activities, and tribal gaming compact facilitation. The system must also handle revenue auditing, tax review and processing, payment tracking, classification, reconciliation activities, document management, intake, and processing. Additionally, the agency requires capabilities for entity registration and management, application intake and processing, license issuance, renewals, updates, permit management, and authorized gaming regulation. Only organizations based onshore in the United States are eligible to participate in this market research effort. The agency expects the performance of the work to occur offsite. While the agency is currently looking for proposals to understand budget parameters, the critical deadline for this request is June 25, 2026, by which date all questions must be submitted.
