Virtual and Hybrid Program Accelerator Service

The Texas Education Agency, located in Austin, Texas, is seeking proposals from qualified vendors to support participating school districts and open-enrollment charter schools in the development, implementation, and continuous improvement of high-quality virtual and hybrid instructional programs. The selected vendor will lead a cohort of participating school systems to establish a clear mission and goals based on needs assessments and stakeholder input. This initiative aims to solve the challenge of designing and operating full-time virtual or hybrid programs, as well as preparing to launch and operate full-time virtual or hybrid campuses. The scope of work requires the vendor to support school systems in developing flexible, personalized learning models that meet the needs of diverse student populations, including special education, emergent bilingual learners, and at-risk students. The vendor must assist these school systems in structuring staffing models, professional learning, and operational systems such as learning management systems, attendance processes, and instructional technology appropriate for virtual and hybrid environments. Additionally, the vendor must support high levels of academic rigor and engagement throughout the program design. Eligible bidders must perform all work offsite and must be located onshore within the United States. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. The contract period will span one year, and bidders must submit all questions regarding this opportunity no later than June 22, 2026.
