Homeless Issues Response Consultant Service- Budget - UP to 110,300 USD

The government authority located in Los Angeles, California is seeking professional consulting services to research, develop, and implement innovative solutions regarding homelessness. The agency needs to track, monitor, and report on all of its homeless response programs and activities. The selected consultant will work between twenty-four and forty hours per week, attend meetings with key stakeholders, and assess, review, and model future plans based on the successful agency homeless action plan for Manchester Square and adjacent streets surrounding airport property. The scope of work requires updating and implementing the agency homeless strategic plan through a population-focused, person-by-person, integrated team approach using new and leveraged resources. The consultant must research proactive solutions to eliminate homelessness, monitor outcomes, prepare written reports, and make recommendations to ensure program goals are met. Additional duties include conducting quarterly needs assessments of people experiencing homelessness, maintaining an internal homeless encampment systems approach, and channeling community resources to address the needs of people experiencing homelessness on agency property. Only onshore organizations based in the United States are eligible to bid on this opportunity. The selected vendor must perform all work onsite. The contract period will span one year, and the agency has established a maximum budget of 110,300 USD for these services. The agency will host a pre-bid meeting on June 23, 2026.
