Nigeria - Strategic Communications Consultant Service

The issuing agency in Nigeria is seeking a strategic communications consultant to develop and implement a policy-oriented messaging strategy. The agency needs to translate complex technical and forest climate policy content into clear, consistent, and decision-relevant messages tailored to diverse stakeholder groups. This initiative will support the agency's positioning at key national and international forest and climate events during its initial operationalization phase. The scope of work requires the consultant to develop differentiated message packages for key audience segments, including national and subnational governments, federal legislators, development partners, multilateral climate finance institutions, the private sector, civil society, and international climate fora. The selected consultant must review and refine messaging periodically based on stakeholder feedback, implementation progress, and shifts in the global climate finance narrative. Additionally, the project covers the creation of one-pagers, executive briefing notes for high-level engagements, a State-Level Communications Toolkit, community-based communication materials, and a Media Engagement Strategy. Eligibility is strictly limited to onshore organizations based in Nigeria. The agency requires the performance of the work to be conducted offsite, and bidders must submit their responses digitally via email or online. While the agency is looking for proposals to define the budget, all clarifying questions must be submitted no later than June 25, 2026.
