National Qualified Representative Program Services

The Executive Office for Immigration Review is seeking a vendor to provide national qualified representative program services. The agency requires direct legal representation nationwide for individuals in covered immigration proceedings who have been found mentally incompetent to represent themselves. This program aims to ensure due process and legal advocacy for vulnerable individuals facing deportation who cannot navigate the legal system independently. The scope of work covers initial case assessments, client meetings, and the evaluation of safeguards and other potential motions. The selected vendor must represent clients at immigration court hearings, conduct bond proceedings, and prepare and file applications with the immigration court. Additionally, the agency requires the vendor to handle repatriation and release planning for these individuals. Only organizations based in the United States are eligible to bid on this opportunity. The selected contractor will perform all work offsite over a contract period of one year. The agency is requesting proposals to determine the budget and will accept bid submissions digitally via email or online.
