White Flag Response Partner Service

The City of Raleigh, North Carolina, is seeking a white flag response partner to coordinate and operate emergency shelter services. The agency needs to support community-led efforts to provide temporary emergency shelter for individuals experiencing homelessness during severe weather conditions, specifically when a white flag declaration is in effect. The selected partner must maintain a Memorandum of Understanding with each shelter site to outline roles and responsibilities. The scope of work requires the partner to operate on an on-call basis and provide adequate staffing or volunteers for logistics, registration, meal pick-up and distribution, secure storage of belongings, clean-up, and egress. For congregate shelters, the partner must also provide overnight supervision and security, including developing a security plan in collaboration with the facilities and making every reasonable effort to provide trained security officers. Additionally, the partner must make every reasonable effort to ensure food options, including dinner and breakfast in a grab-and-go or brown bag format, are available for guests each night through community partnerships. Eligible bidders must be onshore United States organizations. The agency requires the performance of the work to be onsite at the designated shelter locations. The agency is looking for proposals to establish a budget, and the contract period will run for one year. Bidders must submit all questions regarding this opportunity no later than June 18, 2026.
