Livable Center Study Service

Harris County Precinct 4 in Houston, Texas is seeking a vendor to conduct a livable center study to bridge a six-mile gap between two active transportation networks. The agency is trying to solve the problem of disconnected networks by fostering pedestrian-, bicycle-, and transit-friendly development. This study will provide the precinct and neighboring jurisdictions with a roadmap to fill these gaps, improve transit connections, and encourage sustainable development. The scope of work requires the selected vendor to deliver an existing conditions analysis and report, a conceptual plan with recommendations, and conceptual renderings for specific proposed recommendations. Additionally, the project covers the creation of an implementation plan for the proposed recommendations and a public engagement plan. The agency expects all performance of the work to occur offsite. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency has not disclosed a set budget and is looking for cost proposals from interested bidders. Bidders must submit all questions regarding this procurement no later than June 30, 2026.
