Smart Growth Comprehensive Plan and Brownfield Opportunity Area Plan Services

The City of Oneonta, New York, is seeking professional services to concurrently develop a smart growth comprehensive plan and a brownfield opportunity area plan. The municipality faces challenges related to underutilized and potentially contaminated properties, outdated zoning, housing and economic development gaps, and a lack of resilience and sustainability planning. By integrating these two planning efforts, the city aims to align citywide policy with targeted redevelopment strategies, streamline public engagement, and produce a unified, implementation-ready framework. The scope of work covers the development of comprehensive plans, zoning updates, and land use tools that advance smart growth principles such as compact development, downtown revitalization, transportation connectivity, housing diversity, and climate resilience. Additionally, the project requires area-wide planning for neighborhoods affected by brownfields and underutilized properties to identify redevelopment opportunities, establish a reuse vision, and position sites for designation and investment. The selected contractor will perform all work offsite. Eligibility is limited to onshore United States organizations. The city is looking for proposals to determine the budget and requires bidders to submit any questions regarding the opportunity no later than June 18, 2026.
