Transit Facility Study Services

The County of Midland, Michigan, is seeking transit facility study services to develop a long-term plan that positions the county-wide transit service for proactive, comprehensive growth. The agency needs to address current and future local and regional transportation demand, which the existing facilities cannot accommodate due to capacity limitations. To solve this problem, the agency requires a conceptual plan for a joint transportation facility to house the combined administrative and operations staff of the public transportation authority. The project scope covers the development of this main facility plan, alongside recommendations for retaining a second facility with some maintenance functions elsewhere in the county. The agency intends for this dual-facility structure to reduce unproductive miles and hours as bus routes start and end for the day, and the scope includes planning a potential remote location for a bus to serve outlying areas. All performance of the work will occur offsite. The agency is restricting eligibility to onshore United States organizations only. Bidders must submit any questions regarding this opportunity no later than June 25, 2026.
