Corridor Planning and Streetscape Study Services

The City of Novato, California, is seeking a multi-disciplinary engineering and planning consultant to develop comprehensive corridor planning and streetscape studies for two designated projects. The agency needs to address safety, equity, and infrastructure constraints within these corridors to improve overall roadway conditions and community access. The selected consultant will analyze existing data, evaluate safety concerns, assess equity impacts, and engage the local community in the planning process. The scope of work requires the designated project manager to oversee all services and provide detailed schedule updates with each invoice. The consultant must collect and analyze existing conditions, including traffic counts, crash data, GIS data, utility mapping, roadway geometry, pedestrian and bicycle facilities, transit stops, drainage, landscaping, and right-of-way constraints. Additionally, the project covers a safety analysis using the Statewide Integrated Traffic Records System and an equity analysis utilizing CalEnviroScreen and Metropolitan Transportation Commission Equity Priority Communities data. The agency requires the development and implementation of a comprehensive public outreach and community engagement program for each corridor. Eligible bidders must be onshore United States organizations, and the performance of all contracted work will take place offsite.
