Barbados - Information and Communications Technology Support Services

The Ministry of Energy and Water Resources in Barbados is seeking information and communications technology support services to evaluate and enhance its digital systems. The agency needs to address potential vulnerabilities, system inefficiencies, and integration gaps within its renewable energy licensing portal and other energy-related platforms. This initiative aims to ensure robust cybersecurity, improve user experience, and optimize data workflows across the department's digital infrastructure. The scope of work covers a comprehensive digital infrastructure audit to inventory existing platforms and evaluate system architecture, interoperability, and disaster recovery protocols. The selected contractor will conduct a cybersecurity and data privacy review to assess vulnerabilities, data access controls, and compliance with international best practices. Additionally, the project requires a functional and user experience evaluation, data integration assessments, data quality assurance, system performance analytics, and a compliance audit. The agency also requests workflow audits, stakeholder engagement, artificial intelligence integration planning, implementation support, and overall project management. Eligibility is strictly limited to onshore organizations based in Barbados. The performing organization must conduct the work through a combination of onsite and offsite activities.
